基于公众参与的水利项目社会稳定风险评估——以S堤防除险加固工程为例

摘要

社会稳定风险评估是从源头预防社会风险的有效措施,公众参与社会稳定风险评估可以促进稳评制度的科学化、民主化.以公众参与为视角,对S堤防除险加固工程社会稳定风险评估进行案例分析,试图以案例为出发点,指出水利项目乃至工程社会稳定风险评估中公众参与的评估体系和优化路径,从而促进社会稳定风险评估制度的长效发展.%Social stability Risk assessment is an effective measure to prevent social risks from the source,public participation in social sta-bility risk assessment can promote the scientific and democratic system of stability evaluation system.This paper is based on public partici-pation,case study on social stability risk assessment of S embankment consolidation project,trying to take the case as the starting point, point out the public participation of water conservancy projects,as well as engineering social stability risk assessment in assessment system and optimize the path to promote the long-term development of social stability risk assessment system.
