碳减排政策和可再生能源促进政策的交互影响分析

摘要

Presently there are several policies related with emission reduction, including carbon emission trading plan, renewable energy promotion polices. There may be significant interactive influences between these policies such as double-counting incentives, geographical overlapping and so on. This paper analyzes these interactions and offers some policy recommendations. It is concluded that both policy instruments are required to meet the objectives. However, they need to be carefully coordinated, since part of carbon allowance price may be incorporated into the RES certificate price, reducing the strength of emission reduction signal, and also making a different distribution of policy cost.%目前已经有多种减排相关的政策,如碳排放交易计划、可再生能源促进政策等。这些政策工具之间可能会相互影响,存在激励重复或地域重叠等。分析了碳减排政策和可再生能源促进政策之间的相互作用,并提出了一些政策建议。分析表明：为了达到目标,两种政策工具都是必须的;由于部分碳排放许可价格可能包含在可再生能源证书价格中,可能会减小减排信号的力度,并造成政策成本的分配有所不同,所以需要谨慎协调好这两种政策。
