协作与发展:残疾人公共文化服务体系的主体关系

     

摘要

There are five subjects in the public service system of culture for the disabled, including the government, social organizations, culture public institutions, culture enterprises as well as the disabled themselves. The five subjects function complementary. Guided by the government, cultural institutions and cultural enterprises produce and provide cultural products for disabled people. The disabled is the beneficiary and respondents of cultural services. Social organization is a bridge of communication between the government and the disabled, which is inter-promoted and inter-constraint. Realizing mechanism of the subject relationship of public cultural service system for the disabled is mainly manifested in public cultural service supply, financial security, personnel management and performance evaluation, etc. It is also the driving force to realize the public service system of culture for the disabled.%政府、文化事业单位、文化企业、社会组织及残疾人是残疾人公共文化服务体系的五大主体,主体之间机能互补,其中政府作为主导,文化事业单位及文化企业面向残疾人生产和提供文化产品,残疾人是文化服务的受益者和反馈者,社会组织是政府与残疾人之间沟通的桥梁.残疾人、政府、文化事业单位,企业、社会组织等具有相互促进、相互制约的关系.主体关系的实现机制主要表现在残疾人公共文化服务供给、财政保障、人才管理和绩效评估等方面,这也形成残疾人公共文化服务体系实现的驱动力.
