There are five subjects in the public service system of culture for the disabled, including the government, social organizations, culture public institutions, culture enterprises as well as the disabled themselves. The five subjects function complementary. Guided by the government, cultural institutions and cultural enterprises produce and provide cultural products for disabled people. The disabled is the beneficiary and respondents of cultural services. Social organization is a bridge of communication between the government and the disabled, which is inter-promoted and inter-constraint.
