政府数据开放注册管理元数据研究

摘要

In order to solve the problem of unclear definition of open datasets, untimely datasets updating and lack of effective data exchange mechanism between government departments, government departments and social organizations in the opening of government data. This paper studies the open registration management of government data, the related elements and registration process in registration management, and on this basis, discussed the metadata standards closely related to data registration. Through the analysis of the description requirements of the datasets in the registration management process, and combined with the analysis of the foreign government data open standards DCAT, POD and DCAT-AP, the paper proposes the construction of the metadata standard for the open registration management of government data in China.%为解决政府开放数据集界定不清晰,数据集更新不及时且缺乏有效的政府部门间、政府部门和社会组织间数据交换机制问题,本文对政府数据开放注册管理进行研究,探讨注册管理中相关要素和注册过程,并在此基础上,对与数据注册关系密切的元数据标准进行探讨.通过对注册管理过程中数据集的描述需求分析,剖析国外政府数据的开放标准DCAT、POD和DCAT-AP,提出针对我国政府数据开放注册管理元数据标准建设的建议.
