Nature could survive without us but we couldn’t survive without nature.In many ways,our current environmental and human dilemma is not a new problem.Our societies have experienced many times from the harmony to crisis and then from crisis to harmony between nature and society.Environmental deterioration through human action is not a recent phenomenon,but one with ancient precedents.Natural environments,productive strategies,and social institutions have co-evolved over many millennia.Undoubtedly,the environment is the mass and condition of nature relative to society.But it is also a relationship that has experienced a history from simple to complex over time.Humans are nurtured by the environment,but at the same time they are impacting it through human action.There is strife between the carrying capacity of the environment and population growth.And this conflict is being harmonized by humans,new resources were found,new technique or technology were invented,and new management methods or institution were put forward and established both consciously or unconsciously and initiatively or passively.The environmental policy in China’s loess plateau has experienced from the harmony to crisis and then from crisis to harmony with nature and society changes.
