Has the Instability of the Fiscal Behavior Affected the Upgrading of the Industrial Structure? -- An Exploration Based on the Complexity of the Industrial Technology
In this paper, we have explored the effect of the characteristics of the financial behavior(FB)of the local govern- ment on the upgrading of the industrial structure (UOTIS). By the comprehensive use of the regional and industrial data between 1998 and 2007, we have discovered that (1) the up and down of the FB of the local government has no- ticeably curbed the UOTIS, which has found the expression in the fact that the greater the fluctuation of the FB, the more the share of those industry with greater degree of complex technology; whether in terms of the absolute share in district where the industry is located or in terms of the relative share in the whole country, this conclusion is valid all the same; that (2), compared with the expenditure of the capital construction and with the expenditure for sci- ence, education, culture and health, the vacillation of the expenditure of the administration has more negative func- tion; that (3) the rise of the level of commercialization has significantly eased the negative influence of the FB on the UOTIS. Our findings have, from the angle of the economic structure, examined closely the economic effect of the be- havior of the local government in China' s style of decentralization, and are a useful complement to the existing re- sults of research.
