In the 1920s and 1930s after the October Revolution, the newly founded Soviet Union trained hundreds of revolutionary cadres for the Far Eastern countries, including French Indo - China. Though originally motivated by the global strategic needs of the Communist International and USSR, those trainings actually brought up an excellent cadre contingent for the revolutionary movements in Vietnam, Cambodia and Laos. The practice of those international trainings undertaken by the Soviet in its early era was successful and should be adopted to train the minority cadres in the Third World.
