新形势下关于规范项目建设单位行为的一些思考

摘要

In recent years,there is a clear upward trend for the illegal behavior of the construction organization in construction process,the development of contract during the process of engineering construction. In the process of one project construction,the construction organization was often in a dominant position,so it was hard for other construction units to conduct effective supervision as well as check and balance its illegal behavior. It directly led that there would be a large security risk in the whole construction process and later stage of using. Through the analysis of the current illegal behavior of several construction organizations,this article meant to explore the way to standardize the behavior of the construction organization.%近年来，在工程建设过程中，建设单位在建设程序、发承包行为等方面的违法违规呈现出明显上升趋势。建设单位在项目建设中往往处于主导、强势地位，其他建设主体很难对其违规行为进行有效的监督和制衡。从而直接导致工程在施工过程及后期使用阶段埋下较大的安全隐患。通过对目前部分建设单位违规现象的剖析，探索进一步规范建设单位建设行为的途径。
