特大城市老城住宅小区业主自治机制研究*--基于广州越秀区的实证分析

         

摘要

Based on the investigation of Yuexiu District in Guangzhou,the paper points out that“work unit system”has profound influence in old city zone,such as resident’s self-management consciousness is weak, the property consumption concept transform slow,illegal behaviors in community are lack of constraints, owner committee is difficult to be founded,property disputes occur frequently. Research shows,the resident’s chamber is a beneficial attempt for stimulating community autonomy,whose composition,operation mechanism, implementation effect and successful experiences are worth learning. On this basis,puts forward some suggestions to perfect owner autonomy mechanism,including perfecting interest expression and democratic consultation mechanism,perfecting owner organization,completing owner committee operation mechanism,etc.%基于对广州市越秀区的调查研究,发现老城住宅小区居民受单位制等观念影响较深,存在自我管理意识薄弱、物业消费观转变慢、违规行为缺乏约束、业委会成立难、物业服务纠纷频发等问题。研究显示居民议事厅是在业主自治基础上激发社区自治活力的有益尝试,其组成、运作机制、实施效果和成功经验值得借鉴。在此基础上,从健全利益表达和民主协商机制、培育业主组织、完善业委会运作机制等多方面,提出完善业主自治机制的建议。
