国内外矿山安全监督管理体系对比分析

摘要

如何更好地完善矿山安全监督管理体系已经引起了全世界矿山企业和监督管理部门的广泛关注.我国矿山安全监管体系的建设起步较晚,与国外相比尚不完善.对比介绍了国内外现行的法律法规及矿山安全监督管理体系,并就立法、监督、管理、教育培训、应急措施和工伤补偿制度6个方面进行对比分析,指出我国矿山安全监管体系中存在的不足,进而就更好地发展完善我国矿山安全监管体系提出对策建议.%How to improve mine safety supervision and management system has attracted attention from worldwide mining companies and regulatory authorities. Compared with other countries, the construction of China's mine safety supervision system started later, and is not perfect. This paper describes the laws and regulations system of mine safety in home and abroad by contrasting six fields of legislation, supervision, management, education and training, emergency measures tod compensation system. The insufficience in China's mine safety supervision system was pointed out, and the development and improvement countermeasures and suggestions were put forward.
