This paper analyzes the causes of urban waterlogging disaster from perspectives of the urban planning, the land use layout, and the special drainage planning. Based on the advanced concepts and successful practical experiences abroad, the paper conducts a thorough analysis on the storm water planning from aspects including system composition, planning concepts, planning standards, planning methods, and institutional construction, before putting forward the development thoughts for drainage planning and the planning countermeasures for prevention of urban waterlogging disasters. The paper also introduces the concept of establishing large drainage system in particular both in theory and with practical examples.%从城市规划、用地布局及排水专项规划的角度深入分析了城市内涝灾害发生的原因,借鉴国外先进理念和最佳实践经验,从系统构成、规划理念、规划标准、规划方法、制度建设等方面对我国的雨水规划进行了深入的剖析,提出了排水规划的发展思路和应对城市内涝灾害的规划对策.特别提出了构建大排水系统的概念,并从理论上进行了阐述,结合实践进行了说明.
