To understand the positive and negative influence of neoliberalism on China's urbanization, this paper analyzes the driving mechanism of property market opening, entrepreneurial government, global liberalization that neoliberalism advocates, as well as the misleading of neoliberalism to city planning acts behind the prosperous urbanization. It suggests taking advantage of rational thoughts in neoliberalism and making a scientific critique on the error. The new transformation idea that is proposed based on a reflection on the old normal is in line with the New Normal context logic. Hence, the paper puts forward an urban planning transformation path in terms of value orientation, behavior subject, and methodological system. In addition, based on the state policy, it summarizes urban planning countermeasures from the aspects of rural land property rights system, government governance reform, urban housing security system,and so on, in order to step in the New Normal stage of urban planning reform.%对影响中国城镇化的新自由主义思想进行正反面的认识,分析其所倡导的产权市场开放、企业型政府、全球自由化对快速城镇化的推动机制,同时透析繁荣城镇化背后新自由主义对城市规划行为的误导,认为新自由主义中既存在可以汲取的合理思想,又需要对其错误进行科学的批判,这种基于反思旧常态提出新转型的思路,符合新常态语境的逻辑.在此基础上,进一步提出城市规划在价值取向、行为主体、方法体系上的转型之路,并结合国家政策,从农村土地产权制度、政府治理改革、城市住房保障系统等方面提出城市规划的应对举措,走向城市规划变革的新常态.
