The origin of the medical ethics spirits in China and America were analyzed, namely, China has advocated the " great harmony" since ancient times and America has advocated individual struggle. This paper indicated the different cultural background and interpretation of the established under the conditions of different medical security system, in contrast with the America, showed the resistance and the difficulty in the Chinese medical reform.
