通过描述当前我国农村基层医疗机构之间的关系及其功能的实现状况,比较分析了国外基层医疗机构功能定位的相关情况后,探讨了在新医改背景下,对农村基层医疗机构进行功能定位的重要性和紧迫性,并提出我国农村基本医疗机构功能定位的发展建议,在三级医疗卫生服务体系下,充分发挥村卫生室的“网底”作用以及乡镇卫生院的“枢纽”作用,二者在协作的基础上并行发展,共同推动“人人享有基本医疗卫生服务目标”在农村的真正实现.%In the most rural areas of China, the medical and health services requirements cannot be satisfied because of the insufficiency in health resources, on the other hand, the work efficiency in the basic medical institution was very low. This article has represented the current conditions of the basic medical institutions in rural areas, including the relationships between them and their functions implementation and then compared with the foreign countries. The authors discussed the importance and urgency of the functional orientation for basic medical institution in rural areas, proposed some suggestions. Under 3 - levels of medical and health service system, the basic role of clinics in villages and health centers in towns should be fully played, and these two institutions should work together and parallel develop, making the target, that is everyone will have access to basic medical and health services, really come true in rural areas.
