公平与效率：医疗卫生领域的伦理冲突及其解决路径∗

首先分析了公平与效率的概念及伦理冲突，然后对医疗卫生领域的公平与效率问题进行详细的探讨，指出医疗卫生市场存在缺乏效率和市场不灵的现象，这就需要政府进行干预，以防止纯粹追求效率的片面性。最后提出必须坚持“公平优先、兼顾效率”的原则才能有效解决这种伦理冲突。%This paper firstly analyzed the concepts of fairness and efficiency and the ethical conflict, and then discussedon the problems of fairness and efficiency in health care in details. It put out the phenomenon of lack of efficiency and ineffective market, which required government intervention to avoid the one-sidedness of pursuit of efficiency. At the end, it pointed out that only adhering to the principle of"give priority to fairness while take into account efficiency" can solve the ethical conflict effectively.
