成都市某社区卫生服务中心加入医疗联合体的实效评价

摘要

目的：通过对成都市某社区卫生服务中心加入医疗联合体的作用效果评价，为进一步推进医疗联合体的深入发展提供借鉴。方法采用问卷调查法收集某社区卫生服务中心加入医疗联合体前后的相关数据，采用数据包络分析法(DEA)进行效率评价；对该社区卫生服务中心的主任及相关医务人员进行半结构式访谈。结果该社区卫生服务中心加入医疗联合体后，在职职工数、诊疗人次、住院人次均呈增长趋势，DEA效率评价结果为相对有效，达到最佳产值。结论医疗联合体对社区卫生中心的发展具有一定的推动作用，但相关部门还应进一步加强顶层设计，完善人事、医保、基本药物政策，以进一步推动医疗联合体的发展。%Objective The paper aims to evaluate the effect of the joining of a community health service center in Chengdu into the healthcare alliance and provide reference for further promoting the in-depth development of healthcare alliance.Method The method of questionnaire survey is adopted to collect relevant data before and after the community health service center joins the healthcare alliance, and the method of data envelopment DEA analysis is used to evaluate the effect; semi-structured interview is conducted with the director and relevant medical personnel of the community health service center.ResultAfter the community health service center joins the healthcare alliance, the indicators including on-the-job staff number, diagnosis and treatment person-time, and hospitalized person-time all take on an increase trend, and the joining is relatively effective and achieves the best output value, as shown by the results of DEA efifciency evaluation.Conclusion Healthcare alliance plays a certain role in impelling the development of community health service center; however, relevant departments should further enhance the top-level design and improve the policies for personnel, medical insurance, and essential drugs so as to further promote the development of healthcare alliance.
