上海卫生监督科研支持与论文产出情况分析

摘要

Objective To understand the relationship between the research funds of health inspection, research support and paper output. To make recommendations for improving the efficient use of research funds in health inspection and the academic standards of research. Method Through questionnaires, investigating the research funding,research projects and the number of the published papers which were obtained by the institutions of health inspection at all levels from 2005 to 2011,and to analysis the statistical data. Result(1)From 2005 to 2011,the research funding which obtained by the Shang⁃hai health inspection institutions at all levels are rising overall;(2)From 2005 to 2007,the research projects of health in⁃spection institutions at all levels presented high growth,from 2008 to 2011 it showed relatively stable,and the number of the project is around 60 per year;(3)from 2005 to 2011,the proportion between research projects and related academic pa⁃pers of health inspection institutions at all levels is 1:1.14 in the city agencies,and it is 1:0.70 in the suburb institutions. The proportion between projects of accepted and related papers can reach 1:1.50 in the central city institutions;it is 1:1.32 in the suburb institutions;the lowest proportion is 1:1.11 in the central city agencies.Conclusion Among the health inspec⁃tion institutes at all levels,there is a big gap in the number of the research projects and funds,the number of national health inspection project is small,and the most papers don't have any funds. Therefore,it should take more force on the construc⁃tion of incentive mechanism,increasing research fund and encourage the application of major projects,meanwhile,strength⁃ening research management,promoting the output of the scientific research projects timely and effective.%目的：了解卫生监督科研基金、项目支持及与论文产出的关系，为提高卫生监督科研基金有效利用和科研成果学术水平提出建议。方法通过调查表，对上海市各级卫生监督机构2005~2011年获得的科研经费、科研项目和发表论文数量进行调查，对数据进行统计和分析。结果（1）2005~2011年上海市各级卫生监督机构获得的科研经费总体呈上升趋势；(2)2005~2007年各级卫生监督机构的科研项目呈现高增长，2008~2011年呈现相对稳定，立项数在每年60项左右；(3)2005~2011年各级卫生监督机构所有立项的科研课题与相关科研论文产出的比例，市所与中心城区均为1：1.14，郊区为1：0.70；课题验收项目与相关科研论文产出的比例，中心城区机构最高为1：1.50；郊区机构为1：1.32；市级机构比例最低为1：1.11。结论上海市各区县卫生监督所中，科研经费和科研项目数量差距较大，卫生监督国家级项目较少，且大部分论文无任何基金支持。因此，需要重视激励机制建设，加大科研经费投入，鼓励申请重大项目，同时进一步加强科研管理，促进科研课题成果的及时、有效产出。
