基于重复博弈的京津冀循环经济区域合作研究

         

摘要

In recent years, Beijing, Tianjin and Hebei have made remarkable achievements in the development of circular economy. However, due to the lack of stable long -term mechanism, and the coordination and unified planning, the redundant construction and other issues are still serious. Regional cooperation of circular economy in Beijing-Tianjin-Hebei is not only the fundamental way to control pollution problems, but also a major breach in the development of regional integration. This paper built a collaboration game model of Beijing-Tianjin-Hebei, discussed the conditions of a balanced game through analyzing repeated game equilibrium and critical impact varia-bles, and proposed some countermeasures to promote regional cooperation of circular economy, including establis-hing long-term mechanism to improve the sufferance of local government leaders to participate in the game;refor-ming the cadre system to avoid short-term behavior of local government leaders;accelerating the market pricing of resources and environment, regulating the behavior of local government tax breaks, and promoting business opera-tions costs rationally;reducing government intervention in business decisions, and achieving the regional coopera-tion mode of the enterprises-led and government-guide. This study would have an important reference for region-al top-level design and strategic planning, and play an important practical significance in promoting the sustained and healthy development of economy and society.%近年来,京津冀在发展循环经济方面取得了显著成绩.但是,由于缺少稳定的长效机制,缺乏协调配合与统一规划,各自为政,重复建设等问题依然突出.京津冀循环经济区域合作发展,是治理该地区污染问题的根本途径,是实现一体化国家战略的重要突破口.文章构建京津冀三方协作博弈模型,通过分析重复博弈的均衡状态与关键影响变量,探讨实现博弈均衡的条件,在此基础上,提出促进京津冀循环经济区域合作发展的对策,包括:建立长效机制,提高地方政府领导参与博弈的耐心;改革干部制度,规避地方政府领导的短期行为;加速资源环境定价市场化,规范税收减免行为,促进企业运营成本合理化;减少政府对企业决策的干预,实现政府引导、 企业主导的区域合作模式.研究结论对京津冀区域顶层设计与战略规划的制定具有重要的参考价值,对促进经济社会持续健康发展有着重要的现实意义.
