论'两型农业'在四川省的发展现状及效用评价

摘要

我国是农业大国,农业高速发展在满足人类物质需求的同时也对生态环境造成了巨大压力,因此,"两型农业"是我国农业未来发展的大趋势.文章选取经济效益指标、资源利用效率指标、生态环境保护效果指标、政策制度保障指标等针对两型农业在四川省的发展状况进行分析,并根据各个指标数据进行21个市(州)的效用评价.结果表明,四川省高于全国理想值(综合评价值F为2250.99)的有成都市、攀枝花市、德阳市、乐山市、眉山市、雅安市,其余各个市(州)综合评价值F介于1 577.66～2 115.75之间,综合评议"两型农业"在四川省发展较好,符合资源节约型、环境友好型的标准.并提出加强政府财政支持力度、大力推广普及绿色生产技术、大力实施科技兴农战略、大力实施"互联网+"体系构建等对策建议,以期为我国更多地区两型农业的推广应用提供借鉴.%The rapid development of agriculture in China meets the material needs of human beings but causes tremendous pressure to ecological environment.Therefore, the "two type agriculture" is main trend for the future development of agriculture in China.This paper analyzed the development of "two type agriculture" in Sichuan province, and evaluated the efficiency in 21 cities by selecting economic benefit index, resource utilization efficiency index, ecological environment protection index, and policy-system guarantee index.The results showed that the evaluation value in these cities, such as Chengdu, Panzhihua, Deyang, Leshan, Meishan, and Yaan, was higher than the national average, and the value in the rest of the cities (state) was between 1577.66 ～ 2115.75.It indicated the "two type" agriculture development in Sichuan province was good.Finally, it put forward the corresponding countermeasures and suggestions to promote healthy and stable development, so as to provide references for agricultural popularization and application for other areas in China.
