特色小镇建设路径与模式——以山西省大同市为例

摘要

特色小镇作为特色产业、地域文化、环境优美和配套完善的综合体,是一种可持续创新的产业组织形态,对优化产业结构、生产力布局、空间资源配置和推进供给侧结构性改革具有重要推进作用.文章从分析特色小镇建设的政策背景出发,梳理了全国及大同市特色小镇建设的基本情况,指出大同市在产业结构、开发建设、政策支撑、思想意识和基础设施等方面存在一系列问题,针对性地提出大同市特色小镇建设要坚持六大原则、做到六个结合、培育八种特色模式,以期能为推动大同市在产业转型升级、增强发展新动能、提升有效供给能力等方面给予有益启发和探索.%The characteristic small town as a comprehensive body of special industry, regional culture, beautiful environment and supporting facilities, is a kind of form of sustainable innovation of industrial organization and can optimize the industrial structure, productivity distribution, space resource allocation and promote the supply side structural reform.Based on the policy background of characteristic small town construction, this paper analyzed the basic situation of characteristic small town construction in Datong.It pointed out that Datong had a series of problems in industrial structure, development and construction, policy support, ideology and infrastructure, etc, and put forward six principles, six combination, and eight kinds of characteristic patterns for the construction of the small town, aiming to promote industrial restructuring and upgrading, enhance the development of new energy, and improve the effective supply capacity.
