以绩效评价为基础的医院奖金分配制度改革研究

         

摘要

当前,我国许多医院现行奖金分配都是以职称、职务或收支结余等指标作为基础进行核算,在新医改背景下,这种分配制度存在着很大的弊端。笔者通过对此进行剖析,探讨从制定绩效奖金评定指标、绩效评价与奖金级别同步、设立“进步专项基金”等方面建立以绩效评价为基础的医院奖金分配制度改革,为医院构建完善的制度体系提出可行的建议和意见。%Currently, many of hospitals' bonus distribution are mostly based on titles, duties or income and expense balances. Under the environment of new health care reform, this distribution system has significant shortcomings. New bonus distribution system reform centered on performance assessment has implemented in 4 aspects, which can be described as designing performance bonus assessment index, performance assessment and bonus synchronization, setting up earmarked fund to encourage progress and making department level performance bonus distribution is discussed to give some advices for improving hospital bonus distribution system.
