The way how to maximize the liberation and development of doctors' productivity, which is the most valuable kind of human capital, becomes one of the most important content of the medical reform. New medical reform plan involves many decisive reform measures guarantee the possibility through a policy way. The paper begins with practical significance of the liberation of doctors' productivity, does some preliminary research on the situation on the doctors' being manacled productivity and finally delivers some suggestions and solutions.
