目的：在医药卫生体制改革不断深入的新形势下，分析上海市普陀区某二级甲等综合性医院人才队伍建设的现状，并提出对策。方法：运用SWOT分析法分析新形势下该院人才队伍建设面临的内部优势和劣势、外部机会和威胁。结果：该院具备历史悠久、地理位置优势、已形成一批特色学科、业务快速增长、有一定基础的人力资源、注重学科建设和人才培养的内部优势；存在人员缺口大、年龄老化、文化程度和职称偏低，工作量超负荷，个别学科人员不足，学科、专科未形成业内影响力的内部劣势；该院的外部机会包括新医改各项政策逐步实施，拥有市级优秀教学资源和医联体区域内资源，特定历史时期带来新机遇；面临周边民营医院的冲击，一级和三级医疗机构的挤压，医患关系紧张的外部威胁。结论：新形势下该院要科学制定医院人才建设规划，“内育外引”建设人才队伍；错位发展医院优势学科；合理调整人才队伍结构，改善医务人员职业环境；将医院打造成为区域医疗中心。%Objective:To analyze the current status of talent development in a secondary grade A comprehensive hospital in Putuo District,Shanghai under the new situation of deepening medical reform and to put forward the related countermeasures. Methods:SWOT analysis was used to analyze the strengths,weaknesses,opportunities and threats of the talent development. Results:The strengths of the hospital were glorious history,advantageous geography,characteristic disciplines,rapidly growing business,a certain number of medical staff,and much attention paid to discipline and talent development. The weaknesses included personnel insufficiency,the aging,low-educated and low-professional-titled staff, job overload,personnel shortage of some disciplines,and disciplines and specialties of less academic influences. The opportunities were the gradually practiced new medical reform policies,excellent municipal teaching resources and regional medical resources;other opportunities were brought by the specific historical period. The threats included competition from private,primary and tertiary hospitals and the worsen doctor-patient relationship. Conclusion:Under the new situation,the hospital is suggested to make a scientific plan of talent development,construct the talent team through talent cultivation and talent introduction,practice dislocation development of advantageous disciplines,reasonably adjust the personnel structure,improve the professional environment of medical staff,and develop into the regional medical center.
