Objective To investigate the feasibility of carrying out the system of family doctor service in Putuo District of Shanghai, proposing the countermeasures for the existing problems, so as to provide reference and suggestion for exploring the practice of family doctor service model.Methods From February 18 to March 18 2011 questionnaire surveys and seminars were conducted in 10 community health service centers of Putuo District of Shanghai about the feasibility to carry out family doctor service.Results A great progress in community health service in Putuo District communities was made, the general team building had been continuously enhanced, the performance appraisal system had been gradually improved, which was the base to carry out family doctor service.However there were still some problems such as shortage of family doctors, skills needing to be raised, and the supporting policy necessary to be further improved.Conclusion It is recommended that, under the lead of government, to enhance support in policy, make clear of working goal, improve the work content, strengthen personnel cultivation and training, and evaluate scientifically the system of family doctors service.%目的 通过上海市普陀区开展家庭医生制服务可行性的工作调研,对存在的问题提出对策与思考,为探索实践家庭医生制服务模式提供参考和建议.方法 于2011年2月18日-3月18日通过填写调查表、调查问卷应答以及工作研讨座谈等方式,对上海市普陀区10家社区卫生服务中心开展家庭医生制服务的可行性进行调查.结果 目前普陀区社区卫生服务取得了较大的发展,全科团队建设不断加强、绩效考核体系逐步完善,有开展家庭医生制服务的基础;但存在家庭医生短缺、技能亟待提高、配套政策需要进一步完善等问题.结论 建议在政府主导下加大政策扶持力度,明确工作目标,完善工作内容,加强人才培养与培训,科学开展家庭医生制服务评估等.
