健康管理师核心胜任力评价指标体系的构建研究

摘要

Objective To establish a core competency evaluation index system for health management professionals and provide references for training,assessment,evaluation and professionalization of health management professional personnel in China. Methods By literature review, semi - structured interview and other qualitative research methods, we build a preliminary frame for the core competency evaluate index system for health management professionals and designed a specialist consultative questionnaire. Using Delphi method,we acquired the scores given by specialists on the importance of indexes through two round of consultation by letters. According to specialists' opinions on coordination degree and concentration degree,the indicators were added,deleted and modified. We determined the first - grade index weight by AHP method,and determined the second - grade and third - grade index weight by percentage weight method and arithmetic product method. Results The questionnaire recovery rates of the two rounds of consultation were 80. 0%(24 / 30) and 95. 8% (23 / 24)respectively. The overall specialist authoritative coefficient was 0. 79,the overall coordination coefficient was 0. 254 ( P < 0. 01 ),and the specialist coordination coefficients of the indicators of the three levels were 0. 362,0. 296 and 0. 230 respectively(P < 0. 01). Eventually,an evaluation index system consisting of 5 first - grade indicators,13 second - grade indicators,46 third - grade indicators and their weights were established. Conclusion In this study,we established a core competency evaluation index system for health management professionals. The system is scientific and applicable,which can be used as an assessment tool for the evaluation of health management professionals.%目的:建立健康管理师核心胜任力评价指标体系,为我国健康管理师人才队伍的职业化和人才的培训、考核及评价提供参考。方法采用文献回顾、半结构化访谈等质性研究方法,初步建立健康管理师核心胜任力评价指标框架并编制专家函询问卷。采用德尔菲专家函询法,通过两轮函询,由专家对指标重要性进行评分,根据专家意见的协调程度和集中程度,对指标进行增减、修改,并采用层次分析法确定一级指标权重,采用百分权重法和乘积法确定二、三级指标权重。结果两轮专家函询表的回收率分别为80.0%(24/30)和95.8%(23/24);专家整体权威系数为0.79;指标总体协调系数为0.254(P <0.01),各级指标的专家协调系数分别为0.362、0.296、0.230(P <0.01)。最终构建了由5个一级指标、13个二级指标、46个三级指标及其权重构成的评价指标体系。结论本研究构建了健康管理师核心胜任力评价指标体系,所确立的指标体系具有科学性和实用性,可作为衡量健康管理师核心胜任力的考评工具。
