新疆维吾尔自治区速度滑冰运动员作为一支新的速滑力量在第十三届全国冬运会速度滑冰比赛中崛起，成为我国速滑版图上的新生力量。探索新疆成绩突破背后发展战略的实质，对我国在2022年北京冬奥会实现冰雪运动的全面崛起具有重要的参考价值。新疆速度滑冰项目的冬运会之路表明，政府部门的“顶层设计，科学规划，强力推动”是推动速度滑冰崛起的重要举措。英才聚集战略，营造开展上冰雪活动的良好氛围，加强优势项目的建设与人才培养，经济发展对冰雪运动的支撑，以冰雪运动为引领强化体育与相关产业融合发展等是新疆速度滑冰可持续发展的主要策略与宝贵经验。%The speed skaters from Xinjiang Uygur autonomous region rised as a new force in the 13rd na-tional winter games,which have become a new-rising force of Chinese speed skating. The paper thinks that it has an important reference value for realizing the comprehensive rise of Chinese winter sports in 2022 Beijing Winter Olympics to discuss the development strategy essence about Xinjiang's achievement break-through. The performance of Xinjiang speed skating in this winter games shows that the important measure of advancing the rise of speed skating relates to the local government strategy of "top design,scientific planning,strong push". It indicates the main strategy and valuable experience about the sustainable devel-opment of Xinjiang speed skating as follows:to create a good atmosphere for developing the ice-snow ac-tivities with the talent aggregation strategy,to strengthen the construction of advantageous events and per-sonnel training,to advance the winter sports with the economic development,to enhance the integrated development of sports and related industries with the winter sports.
