At present it is unbalanced in the development of telecom industry in China. This phenomenon is mainly reflected between the development of city and rural area, eastern area and middle area, eastern area and western area. In the aspect of population, 64% people live in rural area. However, it is 35.3% in the aspect of telephone. If seeing the telephone distribution in different areas in China, we can find that Jt Js 50.4% in eastern area, 29.5% in middle area and 20.1% in western area. All those make implementation of universal service providing more important. Especially after introducing the competitive mechanism into telecom industry field, new challenges appear in the implementation of universal service providing.
