论调水工程的公益性及其管理方式

The attribution location is a prerequisite and fundamental issue of water diversion. Since china’s water re-sources has the characteristic of uneven temporal and spatial distribution, water diversion projects construction will play an essential role in regional water resources allocation at present and in the near future. Thus, it’s very necessary to ex-plore water diversion projects’ construction&operation management style by verifying the public welfare attribute of wa-ter diversion projects, and putting forward the paradigm of water diversion projects’ management system and institution construction Combining with the elementary characteristic of water diversion projects and the comparison of domestic and overseas water diversion projects.%调水工程的属性定位问题是确保工程能否顺利实施和良性运行的前提和根本性问题。我国水资源时空不均，调水工程在当前和今后一段时期内的区域水资源配置中发挥着至关重要的作用。因此，结合调水工程的基本特点及其国内外比较，论证调水工程的公益属性，并依据公益性定位提出相应的管理体制和制度建设范式，进而深入探索我国调水工程的管理方式是十分必要的。
