中国农业品种供给侧结构性改革的主要问题和思路

摘要

研究了中国农业品种供给侧结构性问题,引申对育种资源保护、目标设置、经费投入、环节分工的制度性启示,提出了推进农业品种供给侧结构性改革的思路:一要推动育种观念从"单一性"向"多样化"转变,二要推动育种方针从"引育结合"向"自主选育"转变,三要推动财政育种科研经费"扶优扶强"的理念向"扶弱补强"转变.%The major issues of structural reform of supply side in agricultural varieties were studied,and the inspirations were obtained on how to protect germplasm resources,to plan breeding aims,to allocate breeding funds,and to organize breeding tasks. Three suggestions were mainly proposed to fulfill structural reform of supply side in agricultural varieties. First, breeding notion should be changed from single purpose to multi-level purpose. Second, germplasm resources and breeding methods should be enhanced by independent-driven guideline instead of by importing-driven guideline. Third,competitive industries and non-basic researches were given overwhelming proportion of public funds, and this present allocation conception of public funds should make a U-turn change.
