低碳经济指标体系的评价方法研究

摘要

The index system of low-carbon economy (ISLCE) can objectively measure and promote the development of low-carbon economy.In the process of transition to low-carbon economy,some ISLCEs have been proposed for application,but,different researchers tend to build index system from different ways,which makes the index unified,and there is no method or methodology,which can analyze the indicators systematically,objectively and scientifically,to assess ISLCEs for appropriate application.Therefore,through the study of the existing domestic and international ISLCEs,this paper thoroughly analyzes the index systems,and develops a method for assessing ISLCEs for their application,which includes five elements for assessment,namely,comprehensiveness,effectiveness,correlation,applicability and perspectiveness.One ISLCE was selected for the case study to assess the feasibility and applicability of this new method,and further improvement on the selected ISLCE was recommended based on the study.It can then be concluded that this newly developed method can objectively evaluate ISLCE for apphcation and for further improvement,and the development of low-carbon economy can be monitored and evaluated effectively.%低碳经济指标能够客观衡量并引导地区低碳经济发展,在我国向低碳经济转型的过程中,国内学者已建立了一些低碳经济指标体系.但由于不同研究者往往会从不同角度构建指标体系,使得描述低碳经济发展的指标不够统一,同时,目前还缺乏对各种低碳经济指标体系进行客观评价的方法,从科学规范的角度来对指标进行系统性分析.本文通过研究现有的国内外低碳经济指标体系,从全面性、有效性、相关性、适用性、前瞻性五个方面出发来深入分析指标体系,建立一套客观评价方法对低碳经济指标体系进行量化评估,并选择了具有代表性的指标体系进行实证分析,从而验证了新建方法的可行性,并在此基础上对所选低碳经济指标体系做出相应改善.该套评价方法的建立,有助于对低碳经济指标体系进行科学评价,不断改进指标体系,为构建和应用科学的低碳经济指标体系提供客观和量化的科学依据,从而更加有效地监测和评估低碳经济的发展.
