新常态下政府有为与市场有效的协同演进

The primary problem faced with China is the reconstruction of the relation between government and market. That means effective market and promising government, which are coordinative.So historical factors and path dependence must be emphasized for reconstructing the relation between market-government. It can’t be simplized as government out. Decentralization is the beginning and administrative examination as well as approval is the breakthrough.Decentralization, state-owned business reformation, more opportunities for the non-public economy and the reformation of monopolized industries are the path of breakthrough. At the same time such principles as history and minimum confusion, dynamical efficiency of innovation, uncertainty, experiment and learning are the base.%新常态背景下中国面临的首要问题是政府-市场关系重塑，其战略含义可概括为市场有效与政府有为，二者是协同关系。要格外关注历史因素与路径依赖，不能将其简化为政府退出问题，可以“放权”为始点，行政审批为突破口，以放权、国有企业改革、扩大非公有制经济机会及垄断行业改革为路径突破，在遵循历史重要与最小打乱、动态创新效率、不确定性、实验与学习等原理基础上展开。
