我国农村土地流转信托研究

摘要

As an innovative property right system arrangement, rural land circulation trust plays an important role on deepening rural land system reform, promoting agriculture modernization and perfecting household responsibility system. While there are still some problems, such as lacking of steady supplying policy system, legislation and so on. It is essential to further innovate system and mechanism, improve the supplying policy system of rural land circulation, accelerate the secondary market foundation of rural land circulation trust and design triadic policy implement frame for the period ahead. As a result, a win-win situation between “three agricultural problems” and trust industry should be formed.%农村土地流转信托作为一项创新性的产权制度安排，在深化农村土地制度改革、推进农业现代化和完善家庭承包责任制方面具有重要作用，但目前仍面临着配套政策体系不健全、规模效益不稳健以及体制机制不完善等问题。应进一步创新体制机制，完善农村土地流转政策配套体系，加快建设农地流转信托二级市场，谋划构建“三位一体”的政策实施框架，尽快形成“三农问题”与“信托产业”互利共赢的新局面。
