资本账户开放与人民币国际化

摘要

Capital account liberalization is prerequisite for currency internationalization, but the internationalization of RMB cannot provide good basis for speeding up opening of the capital account. Aggressively speeding up the opening of capital account will not be only of limited positive effect, but also likely detrimental to the process of internationalization of the RMB. Facing the reality of disorderly flows of large scale global capital, to ensure China's economic and financial security, we should give up the target of complete liberalization of capital account while sticking to discretionary rule in the option of liberalization and regulation. Only through the domestic economic transformation, industrial restructuring and improving the market economy system, can we achieve the sustainable development of the real economy to promote the internationalization of RMB.%资本账户开放是人民币国际化的必要条件，但人民币国际化不能成为加快资本账户开放的依据。盲目加快资本账户的开放，不仅对人民币国际化的作用有限，而且有害于人民币国际化进程。面对全球资本大规模无序流动的现实，放弃资本账户完全开放的目标，坚持开放和管制的相机抉择，加快国内经济转型和产业调整，完善国内市场经济体制，实现实体经济的持续发展，才能更好地推动人民币国际化。
