@@ During the Ninth Five-year Plan (1996-2000),petroleum sci-tech progress should meet the requirements of national economic growth and establishment of socialist market economic system. That means we should focus on economic efficiency to accelerate the development of onshore oil industry, implement actively the strategies of science and technologies to spur oil production, take key problems in petroleum production and construction as the major targets of sci-tech research, and push ahead with transformation of techniques into productive forces.
