煤矿风险分级是实行煤矿分级监管和将商业保险引入煤矿安全生产领域的基础.本文首先论述了煤矿风险分级的必要性和重要意义,对煤矿进行风险分级要综合考虑煤矿的主要致灾因子、安全防范因子以及应急救援因素,故将以上三项因素作为构建煤矿风险分级指标体系的一级指标.考虑煤矿主要灾害的影响因素在煤矿主要致灾因子一级指标下划分了12个二级指标,考虑到煤矿的安全防范因素众多在安全防范因子下划分了包含3～10个三级指标不等的6个二级指标,在应急救援因子一级指标下设置了7个二级指标.综合以上构成了完整的煤矿风险综合分级指标体系.%This paper discusses the need for mine risk classification and significance for coal mines risk classification to be taken into account the main hazards, safety precautions factor and emergency rescue factor, it will build a coal mine for more than three risk factors as sub-level indicators of the level indicator. Consider the major coal mine disasters, the main factors in the hazard level of 12 indicators divided under two indicators, taking into account many factors to prevent coal mine safety factor in the security division that contains the following three indicators ranging from 3-10 three indicators and six secondary indicators, level indicators in the emergency rescue factor set under the seven secondary indicators. The above constitutes a complete integrated mine risk indicator classification system.
