市场决定资源配置形势下的矿产资源总量调控研究

摘要

自然资源的稀缺性、环境容量的有限性以及经济社会发展需求的持续旺盛，决定了总量调控在市场决定资源配置的形势下依然适用。结合新形势与新要求，对比借鉴土地资源、环境、产业等相关规划总量调控的经验做法，结合矿产资源的隐蔽性、流动性等特性，建议取消下达开采总量控制年度计划，充分利用矿山企业设计生产规模，从注重需求管理转变为供需双向调节，培育具有国际竞争力的矿业大企业、大集团，以及科学论证、适时调整开采总量调控矿产种类等。%Due to the scarcity of environment-resource and the booming demand of economic-social sustainable development ,amount adjusting control is still applicable under the situation of market-allocated resources .Comparing associated planning with mineral resources planning on total amount control ,and considering the characteristics of mineral resources ,we suggest canceling annual exploitation amount quota , paying close attention to the design capacity of mining enterprises ,implementing two-way regulation of supply and demand ,fostering internationally competitive large-scale mining enterprises ,w hile adjusting scientifically the mineral resource types .
