美国海域油气资源管理分析

摘要

As the increasing significantly of development intensity of the onshore oil and gas resources , oil and gas exploration and development of many countries have shift gradually from the onshore to offshore which are key .The United States manages the oil and gas in federal land and the seas according to dozens of laws ,which is referential for our country .The authors analyze the permit application and supervision of the oil and gas exploration and development in the United States , combine the its advanced ideas and experiences .At last , the authors provide the suggestions which are appropriate for our country , and support strongly management work about offshore oil and gas resources .%随着陆上油气资源的开发强度不断加大，世界各国逐步将油气勘查开发重点向海域转移。美国根据现有的几十项法律对联邦土地和海域的油气资源进行管理，其管理方式对我国有很强的借鉴性。本文通过对美国海上油气资源勘查开发许可申请及监督管理全过程的分析，结合其先进管理理念和经验，提出了适合我国海域油气资源管理的政策建议，为我国海域油气资源管理工作的进一步开展提供了有力支撑。
