资源枯竭型城市可持续发展定量评价:以黄石市和潜江市为例

     

摘要

At home and abroad ,the comprehensive evaluation system for the sustainable development of general cities has been studied deeply ,and the assessment of sustainable development of resource exhausted cities is still in the initial stage .In order to solve the fuzzy evaluation of resource-exhausted city sustainable development ,combined with the unique attributes of resource exhausted ,from economy ,society ,resources and environment 4 aspects to construct the index system of evaluation system ,evaluation model and using principal component analysis method to construct the resource exhausted city ,and the application of this model to the city of Huangshi city and Qianjiang city (2008 -2015) in the comprehensive development of quantitative analysis and evaluation .The evaluation results show that the sustainable development level of Huangshi city indicates a continuous upward trend ,but the development is relatively slow ,and the early development of Qianjiang city is not stable .Between the exhausted city should complement each other ,to ensure the overall development ,coordinated development of the industry .%国内外对于一般性城市的可持续发展综合评价体系已经有了深入的研究,而对于资源枯竭型城市的可持续发展的评估还处于初步探索阶段.为解决资源枯竭型城市可持续发展评估的模糊性,首先结合资源枯竭型的特有属性,从经济、社会、资源和环境四个方面构建了指标体系,进而运用主成分分析法构建资源枯竭型城市的评价模型,并应用这一模型对黄石市和潜江市(2008~2015年)的综合发展情况进行定量分析评价.评价结果表明黄石市可持续发展水平呈持续上升趋势,但发展较为缓慢;而潜江市前期发展不稳定,后期可持续发展水平提升速度较快,建议枯竭型城市之间应实现优势互补,确保产业统筹发展、协调发展.
