我国天然气水合物勘探开发行业现状、挑战与对策

摘要

The exploration and development of natural gas hydrate in China is still in the initial stage, and it is of great significance to systematically sum up the current status and the challenges of natural gas hydrate industry.The paper reviews the progress of natural gas hydrate exploration,development and policy planning in China.Then it analyzes the hindering factors of natural gas hydrate in the short run and the medium and long term,mainly including the resources potential,technology innovation,production cost, unconventional oil and gas industry development,the supervision system,technology diffusion,environmental problems and geological disasters.Finally,the paper puts forward the following countermeasures:increasing investigation of natural gas hydrate resources;strengthening research of natural gas hydrate exploration and development technology;formulating support policy as soon as possible;carrying out international cooperation actively;establishing natural gas price forecasting mechanism and striving to grasp the market trends of unconventional oil and gas.%我国天然气水合物勘探开发尚处于起步阶段,系统总结行业现状和面临的挑战,对于我国天然气水合物行业发展意义重大.文章梳理了我国天然气水合物勘探开发、政策规划等方面的工作进展,从短期和中长期剖析了天然气水合物勘探开发面临的资源潜力、技术创新、生产成本、非常规油气发展、监管体系、技术扩散、环境问题、地质灾害等方面的挑战因素,最后提出了加大天然气水合物资源调查力度;加强天然气水合物勘探开发技术攻关;尽快制定天然气水合物支持政策;积极开展天然气水合物国际合作;建立天然气价格预测机制,努力把握非常规油气市场走势等方面的对策建议.
