在面对各类灾害困境时,国家救援队的任务是快速有效救援,减少生命伤害和财产损害,把损失降到最低.国家救援队体现国家的实力和发达程度,更体现医疗救护队的水平.在重大灾害面前,于第一时间为灾区提供人道主义援助至关重要.许多发达国家组建国家救援队并配备各类救援装备,将救灾医疗队视为灾害应急卫生救援中的主体力量.美国把应急管理的活动贯穿到缩减、准备、反应和恢复4个基本领域;俄罗斯的紧急状态部负责整个应急救援的统一指挥和协调,直接对总统负责;日本积极参与国际灾害卫生救援作为参与国际性事务的一种方式;德国应急救援工作严谨而完善;法国的灾害卫生救援体制的模式与急救医疗系统的模式一致;意大利以军队担负着主要的救灾任务.借鉴发达国家救援队组成及其装备,对完善我国的应急卫生救援事业具有重要的指导作用.%Face to various disaster and dilemma, the tasks of national rescue team were fast and effective rescue, and reducing the harm of life and damage of property, and decreasing each damage to the lowest point. The ability of national rescue team could reflect the strength and developed degree of a national, it further more manifested the levels of medical rescue team. Face to major disasters, it was vital to provide humanitarian assistance for the affected people in disaster areas at the first time.
