Objective The Delphi method and the technique for order preference by similarity to solution method (TOPSIS) are combined in this study to evaluate and draw up the evaluation indicator system and evaluation methods for financial investment in large medical equipment. Relevant policy suggestions are put forward to further improve the evidence-based and scientific medical equipment management. Methods This study uses literature review and informant interviews to determine the preliminary indicators. Then the Delphi expert consultation is performed to screen and determine the evaluation indicator system. The indicator weight is calculated using the analytic hierarchy process. The TOPSIS method is finally proposed for the comprehensive evaluation. Results Based on the results of two-round Delphi expert consultation, the final evaluation indicator system includes three categories and 22 evaluation indicators. The TOPSIS method could be used to score these 22 indicators. Thus, the evaluation results of target hospitals are sorted to determine the priority of financial investment. Conclusion Definition of investment direction and improvement of information records of large medical equipment need to be made to provide the data base for the multi-indicator evaluation. Disparities between hospitals shall be considered when the indicator system is applied.%目的 结合德尔菲法及逼近理想解排序法(TOPSIS)综合评价并拟定大型医用设备财政投入的评价指标体系及评价方法,提出相关政策建议,以进一步提高医用设备管理的循证化和科学化.方法 通过文献回顾及知情人访谈确定指标初稿,然后运用德尔菲专家咨询筛选确定评价指标体系,并通过层次分析法计算指标权重,最后用TOPSIS法对评价指标体系进行综合评价.结果 根据两轮德尔菲专家咨询的结果,最终形成评价指标体系包括3大类、22个评价指标,TOPSIS法则可对该22个指标进行综合评分,从而对被评价医院评估结果排序,确定财政投入的优先顺序.结论 明确大型医用设备的投入方向,同时完善大型医用设备信息记录,为多指标评价提供数据基础,需注意在运用指标体系评价时仍要考虑医院的差异性.
