研究目的：在综合评判当前土地利用总体规划实施评价方法的基础上，探讨土地利用总体规划实施评价更为科学和更为有效的方法。研究方法：文献资料法，实证分析法。研究结果：在综合考虑各方面因素的基础上，将规划实施评价划分为规划执行情况综合评价与规划实施综合效益评价两部分，并依据评价项目及评价因子层的各个指标特点选用相对合适的量化模型，分层次开展量化分析与评价。避免了计算结果的粗糙，提高了实施评价量化数据的科学性。研究结论：规划实施评价不仅要在指标的选取与建立方面考虑多种因素，从多角度多层次出发建立指标体系，同时，在选用评价量化模型中也应根据指标的特性采用相对合适的量化方法，避免一种方法贯穿于评价始终。%Based on the literature review on the methods used in evaluating the implementation of the general land-use plan, this paper aimed to develop an evaluation method more scientific and robust. Methods used were documentation and empirical analysis. The results indicated that it was necessary to establish the indexes system with multi-viewpoints on selecting various indicators, and further pointed out that not to apply the evaluation model with any single method in terms of the characteristics of different indicators. After taking all of the related factors into account, the method of evaluating the implementation of the general land use plan was divided into two parts, i.e., the comprehensive evaluation on implementing the plans, and the comprehensive evaluation on the benefits of the plans. The proper quantitative models were finally selected according to the characteristics of the indicators related to the evaluation parts and factor layers. The last part concluded the performance of the method developed in the paper. On the one hand the quantitative analysis and evaluation were carried out with multi-levels, and on the other hand rough results were evidently avoided, and meanwhile more scientific results could be obtained.
