Chinese community work has made great progress in the area of the community care for the elderly disability,but based on the impact of real factors, community care for the elderly and disability care aspects stil have different degrees of problems. The more prominent aspect is the family disorder and weaken care function,as wel as the lack of resources alocated to community welfare aspects,while many problems also present in the area of working in the community of specialization,the lack of professional nurses and so on. According to the experience of developed countries in terms of caring for disabled elderly,we can put forward three countermeasures,on the one hand we need to establish a reasonable level of legal norms of institutional norms,on the other hand should also be on the training of human resources and quality of care improve relevant institution building,so as to deal with the current of the disabled elderly community care issues effectively .%当前我国的社区工作中对于社区失能老人的照护虽然取得了一定的发展，但是基于现实性因素的影响，社区失能老人的照顾与料理方面仍然有着不同程度的问题，比较突出的问题有家庭照料功能的失序与弱化，在社区福利资源配给方面的不足，另外在社区工作专业化方面也存在问题，缺乏专业性的护理人员等。根据发达国家在失能老人照护方面的经验，提出了三点解决对策，一方面我们需要在法律规范层面建立起合理的制度性规范，另一方面也应当在人力资源培训和照护质量完善相关的制度建设，从而有效应对当前我国社区失能老人的照护问题。
