医保在医改中发挥基础性作用的实现路径

摘要

Universal medical insurance plays a fundamental role in medical system reform. By using the information of transmitted price signal and provided financial status, and by forming a payment mechanism, price bargain mechanism and cooperation mechanism, the medical insurance has become a basic adjustment lever, key support point and feedback chain in medical system reform. In order to develop the fundamental function of medical insurance in the medical system reform, a unified registry mechanism for universal health insurance, a flexible payment mechanism, a balanced health insurance bargain mechanism and a coordinated linkage governance mechanism should be established.%全民医保在医改中发挥着基础性作用，基于价格信号传递和资金财务提供，经由支付机制、谈判机制和联动机制，医保成为医改的基础性调节杆、关键性支撑点和持续性反馈链，需要建立统一的全民参保登记、动态的医保支付机制、均衡的医保谈判机制和协同的联动治理机制，进一步发挥医保在医改中的基础性作用。
