高校院级党政联席会决策机制研究

摘要

College-level party and government association system (CPGAS) is one of the important measures to implement The Opinions on the Implementation of the Principal Responsibility System under the Leadership of the Party Committee of Institutions of Higher Education. It provides a system guarantee for the basic level Party committees to play a core political role in practical work. This paper, discussed the functions, as well as the authority and limits of CPGAS in college-level decision making, for the purpose of constructing a working mechanism of CPGAS and promoting the scientific and democratic decision-making of colleges and universities.%高校院级党政联席会制度是贯彻落实《关于坚持和完善普通高等学校党委领导下的校长负责制实施意见》的一项重要举措，为高校基层党委如何在实际工作中起到政治核心作用，为学院内部的各项工作进行议事决策，提供了制度保障。本文将从高校院级党政联席会在院级决策中的作用入手，通过对院级党政联席会决策范围的研究，构建高校院级党政联席会决策运行机制，推进高校院级决策科学化与民主化。
