IP video phone is a set of video , voice in one of the multimedia terminal , can be used in IP tele-phone system , and can be extended in desktop video conference system .Combining the practical experience , the author introduces the key technology of IP telephone system , describes in detail the ideas and methods of constructing IP videophone system in meteorological department .%IP可视电话是一种集视频、语音于一体的多媒体终端，可用于组建IP电话系统，也可作为视频会议系统在办公桌面的延伸，结合工作实践，介绍了IP电话系统的关键技术，阐述了气象部门构建IP可视电话系统的思路与方法。
