基于第二代VBE的城市应急物流联盟协作框架

摘要

针对我国城市突发事件应急物流活动特点以及应急物流协作中存在的主要问题，可建立一种基于第二代虚拟组织培养环境模式，由政府主管部门领导，吸纳各类社会机构参与，立足于长期合作的城市应急物流联盟协作框架。该框架主要包括应急物流联盟的组织模型、智能化信息平台模型、生命周期模型等三个组成部分。该框架不仅可以降低应急物流团队构建的资金与时间成本，支持应急物流团队的配置评估与动态调整，提高应急物流活动中指挥与协调的效率，而且可以充分利用当前空闲服务能力获取额外利益或实现自身社会价值，提高联盟参与机构之间在应急物流领域之外进行合作的可能性，优化参与机构自身组织结构、业务流程、资源分配与管理原则，提高成员机构信息管理与交换水平以及知识管理水平。从经济角度看，该框架的实施既有政府专项资金支持，又有应急物流社会参与机构投资；从技术角度看，支持应急物流联盟/团队信息平台的相关技术已经比较成熟了；从管理与组织角度看，绝大部分与管理相关的问题都在框架考虑之中，具备可行性。但是，由于该城市应急物流协作框架尚处于早期发展阶段，对某些结构和功能，还需要进一步研究和扩展，以更好地适应复杂、多变的真实救援环境。%For the characteristics of urban emergency logistics in China,and corresponding main problems in emergency logistics collaboration activities,a novel urban emergency logistics alliance collaboration framework based on second-generation virtual organization breeding environment(VBE)is proposed in this paper,which is supervised by the local government,and composed of participant social organizations for long-term cooperation. This framework is comprised of the organization model, the intelligent information platform model and the lifecycle model of urban emergency logistics alliance,which are introduced in this paper respectively,especially the functional structure of the three main subsystems in information platform model. This framework can not only be used to reduce the capital and time cost in building the team of emergency logistics,support the distribution evaluation and dynamic adjustment of this team,improve the command and coordination efficiency of emergency logistics activities,but also be used to obtain extra profit or realize their own social value by taking advantage of unused capability for service,increase the possibility of members of this alliance to cooperate beyond the field of emergency logistics,optimize the participants' organizational structure, business process, resources distribution and management principle, improve the information management and exchange and knowledge management level of member organizations. From the economic point of view,the implementation of this framework have both the support of specific fund from government,and investment from social organization involved in emergency logistics. From the technological point of view,the supporting technology is relatively mature. From the management and organization point of view,because most of the management related problems have been considered,this framework is very feasible. But because this framework is still in the primary stage,we should carry out more research on the structure and function of that to make it to be more suitable to the complex and changeable real environment of rescue.
