当前，我国物流业需求不足的主要矛盾在于结构，而结构性矛盾的主要方面在于供给，供给侧结构性矛盾是当前我国物流业面临的主要矛盾。在物流领域加强供给侧改革、提升资源配置效率、增加物流有效供给、提高物流运行质量和效益，是转变物流业发展方式、培育行业发展新动能的战略选择，是促进国民经济提质增效和转型升级的重要举措。面对当前制约物流业发展的企业主体结构性矛盾、运输能力结构性矛盾、仓储能力结构性矛盾、基础设施结构性矛盾、产品服务结构性矛盾、供应链结构性矛盾，以及限制物流有效供给的一系列政策问题，如税收政策不合理、通行政策约束大、简政放权仍有空间等，为更好地推进物流业供给侧结构性改革，满足国民经济对物流业发展的要求，必须坚持问题导向，抓住主要矛盾，沿着转变物流业发展方式、推动行业转型升级与提质增效的主线，两端发力，多措并举。两端发力是指，要从微观、宏观两个层面来推进物流业供给侧结构性改革。在微观层面，要着眼于发挥市场配置资源的作用，激发市场主体活力，提供有效供给，增加优质供给，创造新价值，形成持续发展的新动能；在宏观层面，要着眼于提高政府治理能力与政策实施效力，为市场主体营造诚实守信、规范治理的政策环境，提高行业整体竞争力。多措并举是指，要突出高效、便捷、连通、智慧、协调、优质、自律、改革等八项主要措施，着力加强供给侧结构性改革，培育行业发展新动能。一是降成本、去库存，打造高效物流服务体系；二是去产能、畅通行，创建便捷交通运输环境；三是全链条、一体化，推动物流网络互联互通；四是新技术、新模式，支持智慧物流创业创新；五是建通道、走出去，统筹国内外物流协调发展；六是促投资、补短板，加大优质公共设施供给；七是贯标准、强自律，引导行业规范健康发展；八是不越位、不缺位，深化物流管理体制改革。%At present, the main conflict in the inefficient demand in China’s logistic industry is in the structure;and the focus of structural conflict is on the supply side;the supply-side structural conflict is the main conflict facing China’s logistic industry. Strengthening supply-side reform, improving efficiency of resources distribution, increasing logistic effective supply, and improving logistic operation quality and benefit in the logistic field is our strategic choice to transform the development pattern and cultivate new driving forces for logistic industry;it is also the important measure for us to improve national economic quality and performance, and promote the transformation and upgrade of that. Facing the structural conflicts in terms of business entity, capability for transportation, capability for storage, infrastructure, product and service, supply chain, and other problems that is having restriction on logistic effective supply, which is hindering the development of logistic industry, to better promote the supply-side reform in the logistic industry and meet the requirement of national economy on the development of logistic industry, we should adhere to the principle of“problem-oriented”, focus on the main conflict, pay more attention to the principle line of transforming the development pattern of the logistic industry, promoting industrial transformation and upgrade and improving both quality and efficiency, promote the supply-side structural reform in the logistic industry, and take diversified measures. The diversified measures include such eight countermeasures as high efficiency, convenience, connectivity, intelligence, coordination, high quality, self-discipline and reform.
