Such problems as the higher cost,heavier burden,lower efficiency,and more barriers of commerce circulation industry,which is the fundamental and leading industry,are not the problems within the industry,but the highlighted problems constraining and having negative effects on the overall situation of our national economic development. There is the common essence of Internet — Mobile Internet and commerce circulation industry;Internet — Mobile Internet cannot eliminate the intermediate links,because it is the biggest“intermediate link”. Internet — Mobile Internet cannot eliminate commerce circulation industry,either;it can only change the existing form of this industry. Conflicts between commerce circulation industry and Internet—Mobile Internet and conflict between physical and online shops are only the phenomena on the surface;commerce circulation industry and Internet—Mobile Internet will integrate with each other and develop together after a period of fitting to each other. Breaking through the territorial jurisdiction system and rigid administrative border is the key for commerce circulation industry to seek for breakthroughs and make innovation. At the same time,from the strategic level of improving efficiency and reducing cost,we should thoroughly breakthrough the current barriers of interest and establish the management system of“Super Ministry of Commerce”according to the requirement of commodity circulation.%作为基础性、先导性产业的商贸流通业，成本高、负担重、效率低、障碍多已不再是行业内部的问题，而是制约、影响国民经济发展全局的突出难题。互联网/移动互联网和商贸流通业具有共同的内在本质，它不可能完全消灭中间环节，因为它自己就是最大的“中间环节”，也不可能消灭商贸流通业，只能改变商贸流通业的存在形式。商贸流通业与互联网/移动互联网之间、实体店与网店之间现有的矛盾冲突只是表象，经过相互磨合、相互适应完全可以融合发展。打破属地管辖体制和僵硬的行政边界，是商贸流通业寻求突破、释放创新能量的关键。同时，从提高效能、降低成本的战略高度，应彻底打破现行部门利益藩篱，尽快建立符合商品流通要求的“大商务部”管理体制。
