摘要

To elaborate the Twelfth Five-Year Plan and four branch Plans on Petrochemical and Chemical Industry. To indicate the three issues in the industry, i.e. resources environment, production key factors, and international competition environment. The economic operation of the whole industry in 2011 and in Jan-Feb in 2012 is also analyzed in detail. To expound the key and major tasks during the 12th Five-Year Plan period in terms of industrial restructure, technical innovation, low-carbon development. The detailed policy safeguard countermeasures during the plan implementation are also put forward.%针对石化和化学工业“十二五”发展规划及其四个子规划的发布．指出“十二五”期间行业发展面临的三大难题，即资源环境、生产要素和国际竞争环境。详尽分析了2011年和2012年1—2月全行业经济运行情况。并从产业结构调整、技术创新、绿色低碳发展三方面阐述了“十二五”期间的行业重点任务。提出了规划实施中具体的政策保障措施。
